Preparing a sophisticated digital strategy

The problem

We were engaged by a national health and social care sector regulator to complete a comprehensive review of its digital, data, and technology estate and practices – and to define a forward-looking strategy and roadmap which reflected their priorities, improved delivery and value for money.

The solution

To provide the regulator with a comprehensive review and new digital strategy, we:

  • Conducted a detailed assessment of the regulator’s current technology stack - including product demos, supplier contract analysis and user material reviews – to understand performance, cost-effectiveness, and readiness for an expanding regulatory remit.
  • Interviewed senior internal stakeholders, including the CEO and Chair, to explore how technology was used day-to-day, the challenge created but the current data approach, and the opportunities a refreshed approach would unlock.
  • Led the external engagement programme through our team of qualified social care practitioners, who facilitated structured sessions with representatives of the regulated profession to capture insight into user experience.
  • Reviewed and observed internal processes across digital, data and technology, including governance and assurance, and provided a clear assessment of the sufficiency, capability and structure of current digital, data, and tech (DDaT) resourcing.
  • Evaluated data management maturity, including security, quality, and sharing practices, and set out proportionate, cost-effective actions to strengthen and streamline data operations.
  • Analysed emerging technologies relevant to the regulator’s mission, outlining where opportunities were strong enough to justify early investment and where a more cautious, evidence-led approach was required.
  • Workshopped the development of the new digital strategy with the senior leadership team, ensuring alignment with statutory responsibilities, organisational vision, governance, and the wider strategy under consideration with the sponsoring department.
  • Produced a practical adoption roadmap, co-designed with the in-house technology team, detailing phased implementation, capability requirements and, where appropriate, timelines for transitioning to new technology suppliers.
