Strengthening assessment quality and compliance
We conducted quality assurance of apprenticeship EPA products and redeveloped ~100 vocational qualifications by reviewing risk, validity, and compliance, creating a baselining toolkit, redesigning content, and ensuring fully compliant products at scale.
We were engaged by the client to complete quality assurance reviews of apprenticeship end point assessments (EPAs) for 16 high volume / revenue apprenticeship standards, as well as review and redevelop ~100 Level 1-3 vocational qualifications.
To deliver compliant, best practice products, we:
- Delivered a rigorous quality assurance review of 16 assessment standards, applying a standardised process across end point assessment plans, test specifications, and live assessments to identify risks, ambiguities, and inconsistencies.
- Analysed flexibilities and validity issues within end point assessment plans and traced their impact through test specifications and knowledge assessments, recommending targeted improvements to strengthen comparability and fairness.
- Engaged occupational experts to validate findings, incorporating their feedback into detailed logs and thematic reports, ensuring recommendations were grounded in sector expertise and best practice.
- Presented findings to senior stakeholders and produced comprehensive reports with resource estimates, providing a clear roadmap for redevelopment and improved technical quality across all standards.
- Developed a baseline compliance toolkit, enabling consistent and rapid qualification reviews, scoping low, medium and high-risk changes to strengthen the client’s view of priority qualifications and cost for redevelopment.
- Established a triage process for qualification assets, categorising risk levels, building the case for change, as well as minimising downstream operational costs while maximising compliance impact.
- Designed a structured process for migrating existing qualification content into new templates, streamlining redevelopment edits and ensuring alignment with updated regulatory requirements.
- Redeveloped qualifications according to agreed scope and process, logging all changes for transparency and supporting review sign-off to deliver compliant, high-quality outcomes within agreed timelines and budgets.
Our advice and subsequent redevelopment ensured over 100 products were compliant; our baselining approach is now embedded as an operational tool.
