Transforming teaching and learning in Ghana
We supported an NGO to transform teaching and learning across Ghana by advising universities, strengthening national TVET systems, redesigning teaching and assessment materials, and building in-country capability at scale


Since 2022, we have been working with an in-country non-Government organisation (NGO) to support them in their mission to transform teaching and learning in Ghana’s secondary and tertiary education phases.
To provide the NGO with expertise to transform teaching and learning we:
- Delivered strategic guidance to seven Ghanaian universities, shaping a postgraduate education leadership qualification, ensuring market alignment and improved education provision through workforce development.
- Led an operational assurance review of a government department responsible for technical and vocational education nationally and regionally. We assessed governance and delivery structures, providing clear recommendations for improvement.
- Authored a funding proposal for a major TVET transformation programme, and drawing on assurance review insights, set out a roadmap for systemic reform to attract investment and stakeholder support.
- Built capability for in-country writing teams across 35 secondary school subjects through expert-led workshops. Facilitated knowledge transfer to enable sustainable development of high-quality teaching resources.
- Reviewed teaching and learning materials and coached local teams to redevelop assets for government approval, supporting successful rollout of new materials aligned with the curriculum reform.
- Synthesised field feedback to provide strategic advice on resolving implementation challenges, influencing decisions at subject, asset, curriculum, and assessment levels to optimise delivery.
- Strengthened assessment design capability for in-country teams across 35 subjects through targeted training, delivering sessions on assessment strategy and item writing for redesigned high-stakes exams.
- Reviewed assessment materials and led training to align strategies with curriculum reform, improving technical quality and validity of assessment items for national examination frameworks.
The examination council was successful in its submission to the international working party, our proposal for TVET transformation is being used for doner applications, and early evaluation data shows that teachers demonstrating the national teaching standards improved from 3.3% in 2021, to 37.4% in 2024. For new teachers, this was higher at 45.1%. The proposed transformation programme is being rolled out in the region where we will be a strategic partner.
